Job Summary: Oversees and directs the functions of the Support Services Division, which includes the Communications, Records, Civil and Administrative Sections of the Sheriff´s Office. Performs managerial and administrative work overseeing the operations and personnel for the Support Services Division. Provides leadership, direction, and motivation to personnel.

Duties and Responsibilities
Essential:

    • Analyzes complex information requests.  Investigates and develops solutions to problems, examines situation and determines the appropriate course of action. 
    • Provides leadership, direction, and motivation to personnel.
    • Supervises the activities of Support Services staff.  Recommends the hiring, firing, promoting, demoting, performance evaluations, transfers and/or disciplining of employees. 
    • Oversees work schedules for Support Services staff to ensure maximum effective utilization of employees, equipment and materials within budgetary requirements. Fills in and completes duties of the various Support Services staff in their absence.
    • Oversees and manages the Computer Arts (ARTS) computer software as well as other Records Management Systems
    • Evaluates the release of information concerning Public Records Requests.
    • Oversees and manages Communications Systems and the repair of communications systems; including computers, phone systems, radio systems, repeater sites, recording systems, etc.
    • Makes Recommendations on the purchase of new systems and equipment.
    • Oversees and manages operations of Regional 911 center. Oversees and coordinates with supervisor, activities of workers engaged in receiving emergency and nonemergency calls, dispatching personnel and equipment, and providing pre-arrival instructions to callers.
    • Maintains time and attendance records, and coordinates schedules; conducts personnel evaluations in a timely manner. 
    • Assists in the preparation of the department’s budget; documents previous expenditures, compiles necessary data, and prepares justifications for projected expenditures. Oversees and is responsible for the payment of office bills. Approves/authorizes expenditures or actions for administrative and operational needs sometimes requiring higher level signatures.
    • Supervises the development and maintenance of the Sheriff’s Office recordkeeping, filing and retrieval systems.
    • Oversees and ensures strict procedures are in place and used for the Idaho Law Enforcement Telecommunications Systems and National Crime Information Center Systems. Coordinates audits of the systems and procedures. Ensures users are operating equipment and transmitting information confidentially to avoid litigation issues.
    • Responsible for tracking, renewing, paying, preparing billing and collection of fees on contracts regarding repeater sites.
    • Responsible for tracking, renewing, preparing billing and collection of fees regarding Community Policing contracts.
    • Responsible for tracking and collection of fees on the Forest Service Cooperative Agreement.
    • Composes confidential correspondence on own initiative.
    • Participates in meetings and conferences pertinent to area of responsibility.
    • Responsible for all evidence to include packaging, processing, mailing, release and destruction.  Ensure evidence is ready for court cases as well as preparing any evidence needed by the Prosecutor’s Office. Coordinate and send evidence to the forensics laboratory. Ensure all documentation is completed and accurate for the forensics laboratory. Testify in Court regarding evidence procedures.
    • Assists in radio maintenance for portables and mobile radios.
    • Makes and recommends purchase of uniforms and equipment for Support Services Personnel.
    • Assists the Public Information Officer to include preparation and release of press information.
    • Assigned as Communications Chief in the Latah County Emergency Operations Center.
    • Assists in Sheriff’s Office Command Post in emergency situations.
    • Matron duties in the Latah County Jail; to include searches and handling of inmates as needed and requested by the Detention staff.
    • Prepares personnel information for new employees. Coordinates and prepares paperwork for new employees for other offices in the County.
    • Interacts with the general public, other agencies, local officials, industry groups, and civic groups to generate support for agency goals, objectives, and methods, and to obtain feedback to improve agency operations.

    Additional:

    • Ability to establish and maintain favorable public relations with City/County officials, employees of other departments, and the public in a courteous manner;
    • Work with department training officer to assess and obtain training for officer's under supervision
    • Performs as notary
    • Takes fingerprints of individuals for various non-criminal related purposes

     

    Qualifications

    • Bachelor’s Degree in Business or Public Administration or a related field, plus three (3) years of progressively more responsible related professional and/or administrative experience in either the public or private sector, required.  Additional related professional experience may be substituted for the degree on a year-for-year basis.
    • 5 years of law enforcement experience in support services with emphasis on 911 center management.
    • Certified on Idaho Law Enforcement Telecommunication System, or ability to become certified within six (6) months of employment.
    • Certified in National Incident Management Systems (NIMS) and Incident Command System (ICS), or ability to obtain within one (1) year of employment.
    • Must be highly skilled in the use of spreadsheets, database software, presentation software and word processing.
    • Must have the ability to complete 12-24 months of on-the-job training directly related to dispatch, civil, records and driver’s license.
    • Typing Skills at 40 wpm
    • Able to operate a variety of office machines, including fax and 10-key.
    • Extensive knowledge of local, state and federal laws pertinent to law enforcement.
    • Extensive knowledge of law enforcement principles, procedures and techniques.
    • Skill in developing and implementing new strategies and procedures.
    • Organizing and coordinating skills.
    • Ability to plan, develops, and coordinates multiple projects.
    • Skill in budget preparation and fiscal management.
    • Knowledge of general accounting principles.
    • Knowledge of office management principles and procedures.
    • Knowledge of evidence packaging, processing for shipment and storage as well as general evidence rules and procedures.
    • Ability to analyze and solve problems.
    • Conflict resolution and/or mediation skills.
    • Ability to use independent judgment and to manage and impart confidential information.
    • Ability to make administrative and procedural decisions and judgments on sensitive, confidential issues.
    • Ability to perform duties under stressful situations; using discretion and tact.

    Typical Physical Requirements

    • Sitting with intermittent moving in an office environment, lifting of office supplies (e.g., binders, etc.), talking & hearing (in person and by telephone), memorizing, and seeing (e.g., documents, etc.)
    • Manual dexterity to perform office functions (e.g., typing, filing, collating, operating office machines, 10-key, etc.)
    • Standing, walking, stooping, kneeling, crouching, reaching and lifting (up to 25 pounds).
